Akinci’s proposal opens a prospect for resuming substantive negotiations

Mr. Akinci’s proposal for a strategic agreement on the basis of the Guterres framework opens up the prospect for a resumption of substantive negotiations.
Mr. Anastasiades must make creative use of this proposal.
It is clear that with the Guterres framework the Treaty of Guarantee is abolished, the rights of intervention are terminated and Morphou is returned under Greek Cypriot administration. The UN Secretary-General himself does not define an agreement, but sets out the framework on which the two leaders are called upon to negotiate. If Mr. Anastasiades does not make creative use of Akinci’s proposal, then he will perpetuate the deadlock and the responsibilities will be assigned on the Greek Cypriot side.
So far, Mr. Anastasiades was saying that he himself accepts the Guterres framework, but that the Turkish Cypriot side does not accept it. Now that the Turkish Cypriot is saying that it accepts the framework without terms and preconditions, Mr. Anastasiades is called upon to assume his responsibilities.
We call on him to make positive use of the possibilities offered by Akinci’s proposal and to demonstrate consistency to all that he claims that he was saying.
