Preconditions should be created for conducting substantive and effective negotiations

cyprus NATO cprTomorrow’s dinner between the two leaders provides an opportunity to overcome the problems and resume the negotiations. But to make this possible an effective methodology must be agreed and to this end, AKEL has submitted concrete proposals.

The resumption of negotiations is the first necessary step. Of course, what is more important is to create the preconditions so that substantive and effective negotiations are conducted.

It would be wrong for the two leaders to focus their attention on minor issues, just for the whole procedure not to collapse. Any discussion of confidence-building measures must be supportive of the discussion on substantive issues and not a substitute for the negotiations.
