Why doesn’t the President submit his proposal for decentralized federation?

The government declares that it is only discussing the solution of federation, given that the President of the Republic’s view is for a “decentralized” federation. However, so long as the President is not submitting his specific proposal (if he does have one) then questions are naturally raised as to Mr. Anastasiades’ intentions.

Competences – an issue on which Mr. Anastasiades wants to open, while the issue is essentially agreed – not only define what kind of federation we have, but also whether we will have a federation or something else, a confederation or two states: What is preventing Mr. Anastasiades from saying specifically what he means and thus leaving questions that need clarification?

Furthermore, why doesn’t the government also give a clear reply to Turkish Foreign Minister Mr. Cavusoglou that he is not discussing any another basis for a solution other than Bizonal, Bicommunal Federation when the Turkish Foreign Minister is addressing the Greek Cypriot side saying they are ready to discuss either federation or confederation or a two states solution?
