AKEL on the illegal Turkish-Libyan memorandum

21 October 2026, AKEL C.C. Press Office, Nicosia

Following the decision by the Libyan House of Representatives to ratify the Turkish-Libyan maritime ‘Memorandum of Understanding’, AKEL reiterates that this memorandum is illegal, reprehensible and legally null and void.

This memorandum blatantly violates international law, more specifically the United Nations Convention on the Law of the Sea. It also infringes the rights of third states, such as Greece, with regard to the rights of islands to maritime zones.

The delimitation of maritime zones must be carried out on the basis of international law, with the involvement and consultation of all states concerned and affected.
